Company profile 

 KTVR Bus Service is a company which was established in 2015 by Ekurhuleni Taxi Industry (ETI) for the purpose of providing and operating the Bus Rapid Transit (BRT) services which is known as the "Harambee" system for Phase 01 (Kempton Park, Tembisa, Vosloorus and Reiger-Park) in Ekurhuleni. 

KTVR seeks to employ a seasoned, ethical and inspiring Chief Executive Officer who will be responsible for making major corporate decisions, managing operations and resources and acting as the main point of communication between the Executive Chairman, board of directors and corporate operations.

JOB DETAILS 

Primary Purpose of Job 

 

  • To drive the company’s development and guide it towards long-term success by supervising and controlling all strategic and business aspects of the company, thereby giving the proper strategic direction as well as creating a vision for success. 

 

POSITION REQUIREMENTS 

Qualifications 

• Bachelor’s degree in business Administration, Transportation Management, or a related field. A Master’s degree or MBA is preferred. 

 

Inherent Requirements of the Job 

• Driver’s license code 08 

• The work environment is primarily office-based, with frequent visits to various operational sites and external meetings. The CEO may need to travel to meet with stakeholders, partners, and attend industry events 

 

Experience 

• Minimum 10 Years Corporate experience 

• At least 5 years’ experience at Executive Level 

• Experience in working with minibus taxi industry is preferred 

• Experience in dealing with Local Government is advantageous 

• Knowledge of the National Land Transport Act, 2009 

• Knowledge of the IRPTN / BRT system is preferred 

• Knowledge of PFMA, MFMA and DORA 

• Proven track record of successful strategic planning and execution. 

• Strong financial acumen and experience with financial oversight. 

• Excellent leadership, communication, and interpersonal skills. 

• Knowledge of regulatory requirements affecting the transportation industry. 

 

 

KEY PERFORMANCE AREAS AND JOB DESCRIPTION 

 

KPA 1: Organisation Leadership 

  • • Participate in all Board and sub-Board Committees by presenting the company’s strategic focus and operational activities undertaken from time to time 
  • • Lead the company in its relationships with shareholders, financial institutions and other interested parties; 
  • • Effectively position the company with customers, funders and partners to facilitate growth. 

 

KPA 2: Good Governance 

▪ Chair EXCO and general company meetings. 

▪ Report to the Executive Chairman and ensure its effectiveness in all aspects of its role, including regularity and frequency of meetings. 

▪ Set the EXCO forward looking agenda, concentrating on strategic matters. 

▪ Assist the Executive Chairman to ensure that there is appropriate delegation of authority from the board to executive management. 

▪ Ensure that the executive team receives accurate, timely and clear information, including that on the company’s current performance; and is advised of all likely future developments and trends, to enable the board to take sound decisions, monitor effectively and provide advice to promote the success of the company. 

▪ Work with the board to allow enough time for discussion of complex or contentious issues. 

 

KPA 3: Strategic Management 

▪ Develop company objectives and strategy, taking into consideration the views of the shareholders, customers, and other stakeholders, ensuring the Vehicle Operating Company’s (VOC) long term sustainability. 

▪ Optimise as far as reasonably possible the use and adequacy of the company’s resources. 

▪ Present the company’s strategy and any successful achievements of its elements to the board. 

▪ Recommend the company’s annual budget and short term (three years or so) financial plan. 

 

KPA 4: Operational Management 

▪ Conclude the funding agreement with funders and City of Ekurhuleni (CoE) 

▪ Secure buses in time for the envisaged route extensions 

▪ Monitor the leasing deal for the Depot and other properties 

▪ Obtain all relevant operational licences 

▪ Ensure that the relevant talent is sourced and developed to run the company 

 

KPA 5: Financial Management 

▪ Lead and direct the company’s efforts into maximizing of revenues and/profits, to ensure timely payment of its short-term and long-term debts. 

▪ Develop and manage the company’s budget, ensuring fiscal responsibility. 

▪ Monitor and manage the company’s financial performance, including profit and loss, budgeting, and forecasting. 

▪ Ensure financial stability and growth by identifying opportunities for revenue generation and cost reduction. 

 

KPA 6: Risk Management 

▪ Manage the company’s risk profile, including but not limited to its health and safety performance, in line with the statutory requirements (OHSA). 

▪ Ensure that the internal controls are in place and the achievement of Clean Audit Reports (CAR). 

▪ Identify and manage potential risks to the company’s business and reputation. 

▪ Develop and implement risk management strategies and contingency plans. 

 

KPA 7: Reporting 

▪ Report timely and periodically to the Executive Chairman, the Board and CoE. 

 

KPA 8: People Management 

▪ Recruiting, hiring and onboarding new Executive Committee (EXCO) team members in conjunction with the Board. 

▪ Promote a culture of continuous learning and professional development Manage performance of the EXCO team. 

▪ Resolve all escalated matter from the EXCO team members. 

▪ Build, lead, and mentor a high-performing executive team. 

▪ Ensure the company attracts, retains, and motivates a talented workforce.
